The Erika Alt. Coin can be obtained when you purchase Pokemon Coin (Erika) + Bonuses B for 45 Poke gold.
Pokemon Coin (Erika) + Bonuses B can be found in the Poke gold tab in the Limited Time / Events section of the Shop.

Coins and other deck accessories become available once you reach level 3. This is when battles are unlocked. Once you complete the battle tutorial, you'll be able to make your own decks with your own accessories.
Even if you obtain a deck accessory before reaching level 3, you won't be able to make use of it before this point.
