as a user of it yes but you can only activate it if there is a benched basic pokemon which can win you the game as it is activateable every turn however it is counterable
does this ability let you CHOOSE which benched pokemon comes to the active spot? because if that is the case then this is really good compared to stuff like sabrina where your opponent gets to pick who enters the active spot. Otherwise it would be a subpar card
