As described by Lisa, Hexenzirkel is a group of witches who involve themselves with tea parties and Irminsul explorations. The coven has been in existence for a long time—probably the same time when Khaenri'ah had not fallen yet, or perhaps even longer.
The coven members, according to Alice, even challenged the Anemo Archon, Barbatos, which he just simply brushed off by telling them to resolve conflicts through song.
The members of the Hexenzirkel are comprised of human and nonhuman female mages. Its Elder and most infamous member, Alice, who's also the mother of Klee, is a widely-known mage across Teyvat.
Having said this, it doesn't seem as if being a witch or a mage automatically makes one a member of Hexenzirkel.
Lisa, for one, despite being the Purple Witch, has explicitly mentioned she's not part of the coven. Signora, the Crimson Witch of Flames, doesn't to be affiliated with the Hexenzirkel too.
Currently, it's unknown exactly how many members are there within the Hexenzirkel. From the cutscene during the Joy Above the Clouds quest, there are eight icons of the Hexenzirkel which might represent the initial number of the mages, or it could mean something else.
However, the long table where the members of Hexenzirkel meet only have seven seats, which contradicts the supposed total number of the coven's original members.
Aside from Visions, there appears to be Magic in Teyvat. The extent of what is considered Magic is unknown, but it's definite that controlling the elements is a supernatural concept exclusive to the wielding Visions, and by extenstion, the governance of Archons.
Magic, on the otherhand, is likely a force separate from Vision-wielding, and can be utilized by mere mortals and nonhumans alike, evident in the interracial inclusion of Hexenzirkel witches.

Alice is the elder of Hexenzirkel, and is author of the Teyvat Travel Guide, and is mother to Klee. She's a renowned Adventurer, Astrologist, Alchemist, among many other things. She's also considered to have a longer longevity than most, perhaps because she's from a nonhuman race, evident from Klee's ears.
Alice also refers to humanity from a third-person perspective, as if hinting she comes from a different race.

Rhinedottir or otherwise known as Gold, is an alchemist from the fallen nation of Khaenri'ah. She's a master of Alchemy, most specifically Art of Khemia, the type of alchemy practiced in Khaenri'ah. She's also the teacher of Albedo.
Gold is known for her middling with creation of life itself, which she has successfully done, proven by Albedo's existence and the fall of Durin. She's also believed to have played a huge role in the fall of Khaenri'ah, 500 years ago.

Described from the prophecy as the "guide who will never be lost", there's little known about Nicole, except that she can telepathically converse with anyone who's lost.
Being a guide, Nicole appears to have access to knowledge that do not belong in Teyvat, or perhaps it's Nicole who's not from Teyvat, making her a potential Descender, as can be inferred from Alice's words, that she will guide people towards truth "...when a change has occured in the world".

"J", was a former member of the Hexenzirkel, who had to quit the coven to pursue her married life. The prophecy that Scarlett used during the Windblume Festival event quest was intended for her, and was written by her fellow Hexenzirkel elders.
