Fluorescent Fungus is found on dark, misty areas of Tsurumi Island. These glowing blue Fungi are distinct from its gloomy and dark surroundings, and some are found underground.

The farming route will start at the main Teleport Waypoints that divide the sections around Tsurumi Island. Note that the area to the northwest at Shirikoro Peak is underground and will need a puzzle to unlock.

You can only access Tsurumi Island after completing the Seirai Stormchasers quest chain and beginning the A Particularly Particular Author world quest chain!
A Particularly Particular Author Quest
You cannot buy Fluorescent Fungus as there are no shops that sell them. Collecting them in Tsurumi Island is currently the only way to get the fungi.
Fluorescent Fungus resets exactly 48 hours after you collect them. Relog the game or teleport from the farthest waypoint and check the location once more to see it spawn.
If you're already out of Fluorescent Fungus in your world, you can try asking other Travelers in Co-op mode!

As a Local Specialty item, Fluorescent Fungus are also used to ascend certain Inazuma Characters.
Fluorescent Funguss do not have seeds that you can collect and plant in your Serenitea Pot.
