The Genetic Apex: Pikachu Cover can be purchased from the Tickets tab in the Main section of the Shop for 15 Shop Tickets. You can find it under Accessories.

Binders become available once you reach level 6. Even if you obtain a binder cover before reaching level 6, you won't be able to make use of it until you unlock the binders feature.

Binder covers are used to customize binders, which can display up to 30 cards of your choice. When set to public, binders will be visible to other people through the Community Showcase in the Social Hub.
Making your binder cover match the theme of your binder can really elevate your display. If other players decide to like your showcase, you'll receive a Shop Ticket as a gift.
