Iono works well with Stage 2 Decks since it can help you re-shuffle your cards if you don't have a good starting hand. This not only helps you in drawing more important Pokemon, it could also prevent your opponent from playing vital cards at the early game.
Once you Iono, she will reshuffle your entire hand. If there is a good card that you want to play first, use it before you shuffle.
It is best to use Iono if you have a lot of cards in your hand. The amount of cards Iono reshuffles is based on how many you have in your current hand. This means the more cards you have, the greater the chances of finding an important card.
If you already have Professor's Research in your hand, consider holding off on using Iono. Professor's Research can increase the number of cards that you have in your hand. Even if you do not get any good cards from the draw, your odds will still increase when you use Iono.
It is also fine if you want to save Professor's Research for a later draw. Especially in a meta where Mars and Red Card are becoming more favorable, it might be good to keep an ace up your sleeve. Wait for your opponent to shuffle your deck, then use Professor's Research to potentially regain your lost cards.
