Furina is Splendor of Tranquil Waters' best wielder not only for its synergy with her HP consumption mechanics, but also provides her with a myriad more buffs based on the HP fluctuation she causes to her teammates!
This weapon also provides a significant boost to her strongest asset—her Elemental Skill, increased HP for both her DMG and healing, and a very hefty contribution to her CRIT DMG.
Splendor of Tranquil Waters is a magnificent weapon for other characters to use, but only if HP fluctuation is present. Otherwise, it's just a sword with a hefty CRIT DMG. For this purpose, always have Furina in your party.
Her Talents drain the HP of her teammates, enabling them to activate the sword's Passive. Do keep in mind that this weapon's Passive benefits HP and Elemental Skill DMG, so it's best to equip it to characters who can use them, like Ayato.
