Originally known as Ajax, as a child, Tartaglia was inept. He lacked confidence, and was usually frightened—an image one would not dare associate the 11th Fatui Harbinger to. He only had his father's recounting of tales, as well as fishing; which both of them seem to genuinely enjoy.
When he was 14, Ajax ran away from home and his mundane life. With only a bread, a sword, and his willingness to turn his life upside-down, Ajax ventured to the unknown...only to be lost in a snowy forest.
Whether by fate or by sheer coincidence, the young 14-year-old fell down the cracks in the ground as he was chased down by wolf packs and bears. There he chanced upon the very Abyss itself and witnessed the horrors of that world.
While he's in the Abyss, Ajax met a person shrouded in mystery whose name is Skirk. Skirk is a swordmaster and is adept on many forms of martial arts, which honed Tartaglia to become the warmachine that he is now.
For three months, Skirk taught Ajax how to go around the Abyss. It was never mentioned how Ajax had gotten out of the there, or whether or not Skirk left with him. But throughout their journey, only three days had passed outside.
When Ajax came back home from the Abyss, he was no longer the timid Ajax that his family knew of. Anywhere he went, trouble followed him. From fistfights to street brawls, Ajax seemed to have always found himself right at the center of it.
The bloodlust inside Ajax the Abyss had brought out had just been starting to boil into something bigger, and it's exactly why his father sent him for conscription into the Fatui—especially after one incident that almost ended up fatally, and caught Pulcinella's attention.
Ajax's father aside, Pulcinella is one among the handful of people that shaped the 11th of the Fatui Harbingers. Their fateful encounter upon his conscription into the Fatui, ultimately guaranteed the birth of Tartaglia.
There, Ajax trained and honed his combat skills under the guise of becoming an obedient soldier of the Fatui. Gradually, he rose up to the ranks and had eventually been invited join the Harbingers, and thusly donned his codename, "Childe" Tartaglia.
It was "The Jester" Pierro, rank 1 of the Harbingers who pinned Tartaglia's Delusion on him, formally delegating him into the position. It's also right when Tartaglia laid eyes upon the Tsaritsa and swore fealty to her, and to her alone.
It was never mentioned when or why exactly Tartaglia wanted to seize the power of Celestia. In retrospect, it may have started when he fell upon the Abyss back when he was 14 or perhaps when he had witnessed the truths of the Abyss while he was there.
Irrespective of the rationale behind his ultimate goal, or whether or not he wants to seize the power of the gods for his own cause or for the Tsaritsa's, the goal per se is strong enough for him to even temporarily leave his beloved home and family behind.
