Cyno is the only limited 5-Star character you can get from his banner, but all six standard 5-Star characters will be available on the banner as well.
The 5-Star pity rate for Event Wish Banners is 90 Wishes. This means that you're guaranteed a 5-Star drop if you didn't get one in the previous 89 Wishes. The pity count resets when you get a 5-Star character.
The first time you hit pity on an Event Wish Banner, there's a 50% chance you'll get the featured 5-Star and a 50% chance you'll get a standard 5-Star. If you didn't get the featured 5-Star the first time, then your next 5-Star drop is guaranteed to be the featured 5-Star.
This pity count carries over banner changes of the same banner type. Character Event Wish and Character Event Wish-2 share a pity count.
