Gigantamax Venusaur only appears in the Isle of Armor which is included in the Expansion Pass DLC for Pokemon Sword and Shield.

The Bulbasaur obtained for free in The Isle of Armor already has the ability to Gigantamax as soon as it evolves into Venusaur. Otherwise, it's possible to use Max Soup to allow a different Venusaur to Gigantamax.
