Boomburst Competitive Analysis

Boomburst is a damage-dealing Normal-type move that deals damage to all the Pokemon on the field including allies.

This move is often used on Toxtricity due to its ability Punk Rock which increases the damage of Boomburst. Additionally, you can make it hold Throat Spray which will boost its Special Attack by one stage after the use of this move.

Note that Pokemon with Soundproof isn't affected by Boomburst's damage.

I don't know what level my toxtricity can learn boomburst and also can both forms learn it?

Yes you should be able to in every Poke Center. Go to the move tutor which is always to the right from the entrance.
