Cotton Spore Competitive Analysis

Cotton Spore lowers the Speed of adjacent foes by two stages. This makes Cotton Spore a viable form of speed control in Doubles for support Pokemon like Whimsicott and Eldegoss.

Note that Cotton Spore does not affect Grass-type Pokemon, Pokemon with Safety Goggles, and Overcoat.
