You have a chance to obtain Lagging Tail from the Digging Duo located near the nursery in the Wild Area. Note that you can only get this item from the right brother, the one with more stamina.
How to Get Rare Items From the Digging Duo
However, you have to pay 500 Watts for them to start digging up random items for you, with the chance of receiving Lagging Tail.

How to Farm Watts Quickly
The following Pokemon may hold the item, Lagging Tail. You can get it by using the move Thief or Trick.

Lagging Tail is mainly intended to be passed to your opponent by using the move Trick or Switcheroo. This forces it to act last in a turn regardless of its Speed stat by forcing its move to have the lowest priority.
Take note that Lagging Tail does not work in Trick Room.
