Play Rough has the secondary effect of having a 10% chance to lower the target's Attack by one stage. This is good for physical attackers due to its high base power, good accuracy check and increased dsitribution.
An example user of this move is Mimikyu due to it being a physical attacker, and it receives STAB from the attack.
