Watefall Competitive Analysis

Waterfall is a strong physical move for Water-types as it offers a good base power of 80 in addition to its secondary effect. This move also has a 20% chance of making the target flinch.

Waterfall vs Liquidation

As a general rule, if your Pokemon can learn both moves always go with Liquidation. Liquidation secondary effect of having a 20% chance of lowering target's Defense stat by one stage is better than Waterfall's secondary effect.
