Blunder Policy can be obtained at the BP Shop in exchange for 20 BP. The BP Shop is located in the Battle Tower at Wyndon.

Battle Tower Walkthrough and Recommended Party
Blunder Policy raises the user's Speed by two stages when it misses an attack. This bodes well for moves such as Hurricane and Thunder that have low accuracy.
Blunder Policy is quite a niched item, however. We suggest using Choice Scarf instead.
