You can get an Air Balloon next to the hotel at the south of Wyndon. Look for a Poke Ball and press A.

Exchange for BP at the Battle Tower

Air Balloon can be obtained at the BP Shop in exchange for 15 BP. The BP Shop is located in the Battle Tower at Wyndon.

How to Use Air Balloon

Usually you'd want to give Air Balloon to Pokemon that are 4x weak to Ground since the item works similarly to Levitate.
