Competitive Analysis

Sand Attack can be annoying in the early hours of a story playthrough, and it can serve the same purpose in battling as it lowers a target's accuracy.

That being said, Mud-Slap is a much better option than Sand Attack as it does the same thing, yet it also damages the target. Mud-Slap can break the strategy of Pokemon holding Focus Sash or those with the Sturdy Ability, compared to a non-damaging move like Sand Attack.
