Competitive Analysis

It is important to take note that Charge Beam raising its user's Special Attack stat only has 70% chance of happening and is not a guaranteed boost.

For special attackers, there are better options for a special Electric-type move like Thunderbolt or Thunder. These moves can even paralyze its targets, an effect Charge Beam doesn't have.

As for the Special Attack boost, it is better to rely on a move that is guaranteed to happen, like Calm Mind.
