In the case of Gigantamax Pokemon, they may not be able to learn this move if their Steel-type damaging moves are instead replaced by their signature G-Max Move.

Max Steelspike Competitive Use

Damaging Steel-type Moves become Max Steelspike during Dynamax and has the secondary effect of increasing the user and it's ally's Defense by 1 Stage.

While it's an uncommon Dynamax Move, it has some use in both defensive and offensive teams. Offensive teams with frail sweepers appreciate the Defense boost, potentially letting them withstand a strong hit and staying longer in the battlefield.
