You can talk to a man in a suit in Hammerlocke. He gives you an Item for each day you visit him. You can receive Damp Rock on your second day of visit.

How to Get It

Go to the right side of Hammerlocke.
Enter the house in the middle.
Talk to the man in suit. He will give you the item.

A Damp Rock can be found in the Soothing Wetlands area of the Isle of Armor DLC. From the Fields of Honor, head right and find this item in the middle of one of the watery areas.

Give it to a secondary Rain Setter

Damp Rock extends the duration of the move Rain Dance when used by the user. This item is valuable to secondary Rain setters such as Pelipper who uses Rain Dance.
