You can talk to a man in a suit in Hammerlocke. He gives you an Item for each day you visit him. You can receive Damp Rock on your second day of visit.

You have a chance to obtain Damp Rock from the Digging Duo located near the nursery in the Wild Area.
However, you have to pay 500 Watts for them to start digging up random items for you.

How to Farm Watts Quickly
EnlargeA Damp Rock can be found in the Soothing Wetlands area of the Isle of Armor DLC. From the Fields of Honor, head right and find this item in the middle of one of the watery areas.
Soothing Wetlands Map and Obtainable Pokemon
Damp Rock extends the duration of the move Rain Dance when used by the user. This item is valuable to secondary Rain setters such as Pelipper who uses Rain Dance.
