Competitive Analysis

Scary Face's wide distribution means many Pokemon can potentially use it as a form of speed control. Grimmnsarl, in particular, gives it a priority boost with its Prankster Ability.

That said, Grimmsnarl finds it difficult to fit the move due to having better support options such as Reflect and Light Screen.

In terms of Speed Control, Tailwind and Icy Wind are better options. The former lasts for 5 turns and affects the Pokemon on your side of the field, while the latter deals damage and isn't affected by Taunt.
