Competitive Analysis

String Shot has the effect of lowering the target's Speed by 2 stages. While it has some use for lowering the opposing Pokemon's Speed, it's limited distribution limits its usefuleness.

Additionally, the Pokemon that can learn often have better support options. Galvantula, for example, can learn both Sticky Web and Electroweb.
