You can find the store at the end of the street on the right side of Motostoke.

How to Use Hi-tech Earbuds

Unlike other items, the Hi-tech Earbuds are not accessed from the Items menu. They add new selections directly to the Options menu, allowing you to adjust the Background Music, Sound Effects, and Pokemon Cries directly, so you can turn down one option without having to adjust the volume as a whole!
