kingler/articuno deck is missing from the list
Arbok Lock is an awesome deck to have early since more of the cards are accessible. I've beaten top tier decks with it as long as the draws aren't trash. However, I make people concede A LOT with the Mewtwo Ex deck, even when facing someone else with a Mewtwo Ex deck. Mine is SLIGHTLY altered which allows me a little leeway if the early draws don't go my way. Can't wait until more expansions open more possibilities!

Has Weezing/Muk but not Weezing/Arbok... which was a deck list that won an invitational tournament. This tier list isn't good.
I agree with mewtwo being s Tier, but Starmie is basicially Pikachu but with a free retreat and no need for benched Pokemon
