You'll start off this objective outside of your prison cell in the Fortress of Meropide's Domitory Block.
The rumored pipes are all the way to the other side of the floor, which will be swarming with guards that you need to avoid. Otherwise, you'll start this objective all over again.

The first step is pretty simple. Just take a left to the inner circle of the floor, careful not to get too close to the guard standing beyond. He's not exactly facing you directly, so you shouldn't have to worry too much about being spotted.
Alternatively, you can just glide directly to the inner circle.
The next step might seem tricky at first, but it's actually just as simple as the first one. If you follow the trail indicator whenever you track the quest's objective, you'll notice that it will tell you to run to the right and straight to where the pipes are.
Follow the inner circle without paying much attention to the patrolling guard, as he will automatically turn around. From there, make a beeline to the pipes and climb up the ladder to complete the quest objective.
Getting to where the rumored pipes are is an objective in Act 3 of the Fontaine Archon Quest, To the Stars Shining in the Depths.
