Power Split takes the user and the target's Attack and Special Attack stat separately and changes it to the calculated average value of the two stats.
This move can be used to weaken the offensive potential of an opposing Pokemon with high base Attack and Special Attack and letting a Power Split user receive a fair share of those stats.
Rayquaza has a monstrous 150 base Attack and Special Attack stat which makes it a constant threat in battles. It also means Rayquaza is a great target for Power Split.
If a Pokemon with low stats uses Power Split on Rayquaza, the move will calculate the average of Rayquaza and the Power Split user's Attack and Special Attack, thereby drastically increasing the user's Attack and Special Attack stat and at the same time lower Rayquaza's stats due to the calculation done by Power Split.
Power Split is only available by Level Up or via Egg Move.
