Competitive Analysis

Power Swap is a status Psychic-type move that switches the user and a target's Attack and Special Attack stat changes. This does not switch base stats.

What this means is that the move will swap stat boosts gained from the likes of Calm Mind and Swords Dance, which is an effective way of breaking the momentum of offensive Pokemon relying on stat boosts.
