You have a chance to obtain Wishing Piece from the Digging Duo located near the nursery in the Wild Area. Note that you can only get this item from the left brother, the one with less stamina but can get more rare items.

How to Get Rare Items From the Digging Duo

However, you have to pay 500 Watts for them to start digging up random items for you, with the chance of receiving Wishing Piece.
