No, it's not. This weapon is for on-field dps characters. Furina is off-field sub-dps/ support character.

It's pretty good on Keqing if you have no 5 stars swords like I do
it's only useful on Kazuha if you don't have c6 which gives him 5 seconds of anemo infusion after using his elemental skill
