Is there any way to tell how many stacks of her c1 buff you have, or do you just have to keep track?
make no sense to dont put her as SS is stable in all meta team and often the core support for eneble most powerful dps mvuika and arlecchino..but work also with neuvilette ...is really no sense to dont give her SS on sub dps and support.

My Xilo already has a very solid Cinder City set which I'd rather don't ditch, so if I run Cita on the same team, would it be better to focus on a set that boosts her shield strength or EM?

I don't think they mentioned this in the article, but if you're running Citlali with anyone else who can use Cinder City (mostly Kachina or Xilonen) having Tenacity set equipped is pretty good, only really applies with a Mavuika team though
He/She mean Citlali (Character not weapon) or Mavuika weapon, because he/she has also Xilonen for Mavuika. And Sacri book is a option, when artifacts don't have good ER substats for more faster nightsoul points for 50. But in the most situation is her weapon better for higher shield + more damage from main dps.
If you have a sacr frag r2 or more use that, its more reliable than her signature, infact just cuz it allows her to use her e skill more effectively
This with Ayaka is not really good. When melt then with her burst and not NA, because lower damage. And with NA it gives a cooldown for reaction. Her burst duration is 5-7sec maybe with iFrames. 2, with luck 3 NA with melt. Not good.
While she does not buff cryo (on-fielders), you can still use Ayaka with C6 Bennet. She then becomes a cryo-pyro-dps who snapshots bennys atk buff for insane burst dmg which she can (reverse-)melt with her own NAs due to rapid cryo app. Citlalis pyro shred helps with that too, and at C2 her shield boosts the onfielders EM by 250 for even more melt dmg.
Her C1 is actually busted. IDK why people do not talk about it.

Citlali should be a S or A or maybe B tier for sub-dps if elements only included

Is fruit of fulfillment r3-r5 better than sac frag r1 for her?
Does her passive shred BOTH Hydro and Pyro RES when EITHER Melt or Freeze is triggered, or does it shred only the respective element?
a character is always better than a weapon. I pulled C0 Citlali for my C0 Mavuika, and I have Mailed Flower R5 on Mavuika as n F2P
