You have to use Redrot Bait to catch the Lunged Stickleback, because it won't bite if you're using any other bait.
How to Craft & Use All Bait
The Lunged Stickleback can only be caught with a Fishing Rod. Since this fish can spawn anywhere, you can use whichever rod you want as long as you're in the correct region! See which Fishing Rods to use in each region here:

Like all Fish types, you have a chance to get an Ornamental Lunged Stickleback while fishing. The Ornamental type is harder to catch, but you'll be able to place it in your Serenitea Pot with a Pool of Sapphire Grace!

The Lunged Stickleback can also be processed into Fish for cooking! Just walk up to any type of stove, go to the Food Processing tab, and select the Fish icon.

A swift, fierce fish with spiny fins whose spiny mouth can pierce the curren when it swims at full speed. Its capabilities have earned it the nicknames ''The Cutter'' and ''Hard-to-Get.''
Unlike others of its kind, the lunged stickleback can live in dried muddy pools for a long time. Other than its gills, it can also breathe through its vestigial scales, which is a feature much more similar to that of amphibians. As such, apart from dealing with uninvited anglers, it also has to deal with an academic vote of no confidence in it still being a stickleback.
