    Yes, yes it is. Especially at higher refinement levels, where it can begin to outshine his signature bow (until you get his bow to higher refinement levels as well). For example, R3 is better than his bow at R1. His bow is still better when you get it to the same levels, but unless you have insane luck or money to spend on his bow, this is definitely the pick for him, so long as you have plenty of them!
