To unlock To Whence the Smoke Drifts, you must have completed the previous subquest of the same act, All Names are Noble!

Tasked with locating Ororon, head to Tepeapac Rise just nearby the teleport waypoint to the talent book domain where you will be walking alongside Citlali. She will give you the ability to see the trails that allow the Traveler to track Ororon down!
Keep following the blue phlogiston trail until you come across a campsite nearby a puddle. As you move forwards from there, Citlali asks you to split up. Head south towards the domain while still following the trail until it starts a short cutscene with the men of the hour.
Go to the Campsite that Citlali Found
After being spirited away for a bit, you return to the surface with a worried Citlali. Head south again until you come across an encampment of Fatui. Defeat two waves of enemies that appear afterwards.
Go to the Speaker's Chamber
Head back to the Stadium and meet with Citlali and Ororon just outside the Speaker's Chamber. You will then again be urged to change your time to 20:00 Tomorrow from your in-game clock.
Go to the Agreed Location
It's now time for you to know what Capitano has to say. Head out of the Stadium and look for the not-so subtle meeting area under a rock column just west of the Statue of the Seven outside the outskirts of the Stadium.
Return to the Stadium
After getting caught by Citalli (with a jab to the stomach to poor Ororon), walk towards the road back to the Stadium as you trigger one more cutscene with them.
When Ororon separates from your group, keeping heading back towards the entrance of the Stadium.
Go to the Inn
Walk inside the Weary Inn down the stairs at the far end of the room west of the Adventurers' Guild area. There you will witness the wonders of our beloved granny drinking a few glasses. Enjoy!
Follow Citlali to a Different Spot
Go outside the inn and head up the stairs. Just before approaching the Crafting Bench, exit towards the right door. This allows you to get to Citlali's location at the highest seats of the Stadium area. After talking to Citlali, the quest ends.
