To unlock the Injustice Quest World is Ruthless, approach Cen Sandan behind Ethereal Mountain.

World is Ruthless Walkthrough

Step Objectives
1
Objective 1
Talk to Cen Sandan to start the quest and select any of the dialogue options that follow. It will be revealed that the monk is a Moon Minister.
2
Objective 2
Defeat the Moon Minister to complete the quest. The fight is fairly easy. Once the Moon Minister becomes invisible, you just need to shoot his Moon Disk that's levitating in the air using your bow and arrow to break the invisibility.
