Successfully Observe the Bird in Palace of Annals

In the Qinghe's Palace of Annals, cross the long hanging bridge south to the south to reach the lone pillar rock formation. From there, drop down from the western cliff to another ledge with a bird nest. Interact with the nest to begin a Skill Theft mini-game. Successfully time your button press as the bird dives and ascends to obtain this skill.

Tier 1 Mystic Arts can be upgraded to Rank 9, after which they can be promoted to Tier 2 Rank 0. Each Tier Promotion up to Tier 4 grants a bonus effect.
