Spec Into It in the Talent Tree
The Divine Counter Mystic Skill is unlocked by speccing into respective node in the Basic Talent Tree. You must allocate at least fourteen points in the Talent Tree to get this skill.
How to Use Divine Counter
Works Only in PvP or Against Specific Enemies
Though not stated in-game, Divine Counter only works against other players and certain NPC enemies that share the same moveset as the player, such as those encountered in Martial Fellowship Encounters.
After successfully blocking an attack, a prompt for Divine Counter appears, allowing you to perform a quick spinning kick counterattack.
