Unlocked After Speaking to the Wayfarer of Moonveil Mountain

The Missing Funds Wandering Tale is unlocked after speaking with the Wayfarer of Moonveil Mountain. After unlocking the area map, open your journal and select the Wandering Tales under the exploration tab to find the first clue.
The Missing Funds Walkthrough
1. Talk to Jia Fu
Teleport to the West Heaven's Pier Boundary Stone. Talk to Jia Fu the merchant, who will tell you that his bundle was robbed by thieves.
2. Retrieve Jia Fu's Bundle
To find the thief, turn around and follow the path leading to the village. Activate Wind Sense to find the thief, Bandit Feifei, spying by a fence. Use Celestial Seize to snatch Jia Fu's bundle from him, then return it to Jia Fu.
As a reward, Jia Fu will give you the Dragon Crest Token: Wind. You need this item to complete the Wandering Tale Cant of the Jianghu.
