How to Unlock Jadegrip Arrest
Locate the Thief Within the Location

Head to the location of the Injustice quest to spawn the thief and start the quest automatically.
There are a total of 6 Jadegrip Arrest Injustice Quests in Qinghe. These do not show up on the map until you stumble upon their exact locations.
Jadegrip Arrest Walkthrough
Follow the Thief Without Getting Spotted
Once the thief has spawned in the location, follow him without getting spotted. Note that the thief will still see you from their line of sight even while you are invisible. Make sure to follow him from before to avoid this.
Use Meridian Touch to Immobilize Thief
When the thief attempts to pickpocket an NPC, use Meridian Touch to immobilize and catch him in the act.
Take the Thief to the Constable
The thief should spawn at the back of a horse, allowing you to take him to the nearby constable to complete the Injustice Quest.
If the thief does not spawn at the back of the horse after the cutscene, you have to fast travel away from the location and back to restart the Injustice quest from the beginning.
