How to Unlock Raising Stars

Talk to Madam Wu in the North Imperial Garden

To unlock the Wandering Tale Raising Stars, talk to Madam Wu northeast of the North Imperial Garden boundary stone. She can be found with a crowd of people in front of a house.

Pick up the Article in the North Imperial Garden. It's on a ledge on the 3rd landing of the mountain walkway.

Objective 2
Give the Article to Madam Wu to complete the quest.
