Talk to Liang Xiaolong, the man hopping like a toad near the southwest exit of General’s Shrine. He will ask you to observe the toad beside him. Successfully completing the Skill Theft mini‑game will allow you to acquire the Leaping Toad Mystic Skill.

Tier 1 Mystic Arts can be upgraded to Rank 9, after which they can be promoted to Tier 2 Rank 0. Each Tier Promotion up to Tier 4 grants a bonus effect.
