In order to unlock River Master, you will need to complete the Heavenfall campaign quest to progress further.
Once you have finished the quest, you can find River Master's Campaign version at the Roaring Sands area in the Kaifeng region.
Heavenfall Walkthrough and Rewards

The Dragon King will charge a powerful energy ball and shoot it from a ranged distance. We recommend parrying it to throw it back at them.
Successfully parrying their charged attack will stun and stagger the boss for a short period of time. Capitalize this moment by performing your offensive.
The Dragon King arsenal involves powerful unblockable attacks. This leaves you no option but to dodge and evade them.
We recommend positioning far behind the battlefield to give you enough space to react and dodge the moves of Dragon King.
The River Master will perform aggressive sword attacks during phase 2. We recommend playing around with parrying his combos, especially the last strike, which glows red.
Parrying the River Master's attack will burn his Qi Bar and set you up for powerful Execute attacks.
