Purchase and Drink the Wine From the Honest Merchant

Drinking enough wine from the Honest Merchant unlocks the Drunken Poet Mystic Skill. You will find Hao Jiu, the Honest Merchant, in Blissful Retreat, and later in Harvestfall Village as the story progresses.
Purchase and drink the wine he sells until you receive both the “Wasted” debuff and the “Alcohol Poisoning” illness. The process is random but typically requires around eight bottles.
Go to Evercare Clinic to Heal Illnesses
Visit the Evercare Clinic, located south of Blissful Retreat, to recover from Alcohol Poisoning and other illnesses. Additionally, players with the Healer Profession can heal you for free when you enter Multiplayer mode.

Tier 1 Mystic Arts can be upgraded to Rank 9, after which they can be promoted to Tier 2 Rank 0. Each Tier Promotion up to Tier 4 grants a bonus effect.
