Talk to Kongkong and Luo Jiu Inside the Beast Reverie in the Fairgrounds

The quest to obtain the Dragon’s Breath Mystic Skill begins by speaking with Kongkong and Luo Jiu inside the Beast Reverie, located in the Fairgrounds section of Kaifeng. After a short exchange, Kongkong departs and Luo Jiu asks you to retrieve a quest item.
Use the Celestial Seize to Get the Required Quest Item

The next NPC, Liang Yuan, can be found during Chen to You hours (7 - 19) near the Patrol and Inspection Agency in South Gate Avenue. From the Main South Gate Boundary Stone, head west until you reach the path leading north. Follow this path to find Liang Yuan. Use Celestial Seize on Liang Yuan to obtain the quest item: Travelogue: Toehari.
Bring Back the Travelogue: Toehari to Luo Jiu
Return the Travelogue: Toehari you obtained from Liang Yuan to Luo Jiu in the Fairgrounds to complete the quest.
Claim the Rewards in the Journal
After completing the quest, open your Journal to manually claim the rewards. You’ll find them in the Wandering Tales section under Fairgrounds Part 9.
