Approach the Bandit Northwest of Karez

Vipers in the Dunes Location
Region Jade Gate Pass, Hexi

To trigger the Injustice quest Vipers in the Dunes, go northwest of Karez on the north side of Jade Gate Pass on the map. There, you'll see a bandit and an Utuk Raptor on the dunes.

Beat the Bandit and the Utuk Raptor
Approaching the dune, you'll see what appears to be a hostile bandit pretending to be a harmless NPC. Beat the bandit and the Utuk Raptor to clear the quest.
