One of the requirements to increase the World Level is increasing your Character Level. Complete the main story quests, side quests, and participate in co-op activities to increase this level.

How to Level Up Fast

Complete Taiping Mausoleum Trials

Divine Challenge

You may also need to complete certain Taiping Mausoleum trials as a prerequisite before you can increase your World Level. These consists of combat trials wherein you need to defeat waves of enemies within the time limit.
