The encounter triggers automatically after approaching the Horse Merchant in Finesteed Hamlet.

Speak to Golden Snow the Horse
Speak to Golden Snow, the yellow horse with a blanket and spots pattern on its rear standing close to Ma Laosan.
Attempt to speak with him four times to get his attention and he'll eventually ask you to pick some nearby sour berries for him.
Pick Some Sour Berries for Golden Snow
There's a nearby Sour Jujube bush just a few steps south where Golden Snow is located. Pick some berries and give them to Golden Snow and he'll retell his backstory and how he was cursed into taking the form of a horse by a sorcerer.
Progress through his dialogue and your character will eventually get fed up with Golden Snow and call over Ma Laosan to punish him. You'll then need to wait two days to progress the quest.
Recommend a Job for Golden Snow
Once two days pass, speak to Golden Snow and you'll discuss how he can turn back into a human by taking on jobs as a horse.
You have two choices which job to recommend, either have Golden Snow work for a Wealthy Family or a Village Farmer. Your choice here only affects Golden Snow's dialogue and commentary so pick whichever job you feel Golden Snow should take!
Once you've made your choice, you'll need to advance the time to the next day to continue progressing the quest.
Recommend Another Job for Golden Snow
Speak to Golden Snow the following day and he'll comment on his previous job. He'll then ask for advice regarding his next job, either being ridden by a Lady or a Jianghu Wanderer.
Just like the previous job, your choice here only affects his next commentary so pick which job you think Golden Snow should get.
Once you've made your choice, advance the time to the next day to progress the quest.
Speak to Golden Snow
Speak to Golden Snow the next day and your character will remark how he's becoming more accustomed to living as a horse. Progress his dialogue and Ma Laosan and a Burly Merchant will eventually notice you talking to the horse.
Speak with Ma Laosan and your character will convince him to take Golden Snow on a job up north. Speak with Golden Snow again and you'll need to wait two days to progress the quest.
Speak to Golden Snow After Two Days
Speak to Golden Snow after a few days and he'll reveal that he's grown accustomed to being a horse and offers his service to you. Before you can accept, Ma Laosan reveals himself as the sorcerer Luo Gongxian who initially cursed Golden Snow.
Luo Gongxian will then transform Golden Snow back to Jin Buque. Jin then reveals how his experience has given him a fresh perspective on life and promises you help if you ever cross paths in Tang.
