    Been trying for the past 40 minutes to trigger this bs encounter. Nothing works. Teleporting doesn't work, changing time doesn't work, camera mode doesn't work. I managed to trigger it. I did other quests in the game to pass time, then came back during fog. it instantly triggered it. I believe there is a 30m cooldown on event triggers.

    If it's not foggy, bring up the photo mode. > Select Pro. > Then select Heavy Fog (bottom is weather selection). Then I pressed TAB to change the mode and ran a little (on WASD), this triggered an encounter for me.
