Be careful, however, when dismantling gear as some may grant unique effects when used as Tuning Material.

Tang Bao Tuning Stones

The Weiyang Merchant, Tang Bao, sells different tiers of Tuning Stones for Jade Echoes near the Blissful Retreat Boundary Stone. Given the limited nature of Jade Echoes and their importance in other systems, it is not recommended to purchase Tuning Stones from this vendor.
