This build revolves around using Dragon Pulse to quickly burst down targets. You can learn either Luster Purge or Telekinesis as Latios's second move depending on whether you prefer more damage or a stun, respectively. The key to this build is to quickly stack up on Eon power by defeating wild Pokemon since the more Eon power Latios has the more projectiles it can fire and the higher the damage they deal when it performs a boosted attack using Dragon Pulse.

This moveset provides Latios with high burst damage as well as a useful area move for teamfights.
Dragon Pulse deals a lot of damage to a single target, is highly spammable, gives Latios a mobility tool, and can become more effective as it accumulates Eon power. Luster Purge also deals a lot of area damage but has the bonus effect of allowing Latios and its allies to deal increased damage to opponents that gets hit by the move.

Latios doesn't do much in the early game. You should focus first on defeating wild Pokemon and level up Latios to level 5 in the early game. Once Latios reaches level 5, you can start to be aggressive.
One of Latios' best features is Draco Meteor or Dragon Pulse's infinite scalability. After learning Dracro Meteor or Dragon Pulse, Latios accumulates Eon power whenever it defeats wild Pokemon or hits an opponent with the move. The more Eon power Latios has the more effective Draco Meteor or Dragon Pulse becomes.
With this in mind, you should keep accumulating Eon power wehever you can as soon as Latios learns either Dracro Meteor or Dragon Pulse.
If there is an allied Latias present, you can use Levitate to let Latios quickly fly over to the allied Latias' position. Latios also gains increased movement speed when it's near Latias. However, it's important to note that Latios can only fly to Latias position if Latios is out of combat.
These special mechanics are useful in a variety of situations, such as escaping, pushing, or simply to travel the map faster, so make sure to take advantage of them if there is an allied Latias.
Telekinesis or Luster Purge is a great move to set up fights. Telekinesis can stun opponents while Luster Purge allows Latios and any allied Latias to deal increased damage to opponents that get hit by the move. The effects give your team a decent advantage when a fight breaks and makes it easier win them.
Eon Blast deals a ton of damage on a single target. You can use it to either initiate a fight on a target, ripping off a huge chunk of their HP, or finishing them off when their HP is low enough.
One special mechanic of Eon Blast is that if Latias is also aiming for the same target with its Mist Blast, the pulses stack and explode on the target, dealing damage around the target. This turns Eon Blast into a devastating area move, which is useful for teamfights.
After using Eon Blast, Latios' move cooldowns resets immediately, allowing you to use it again. Additionally, the moves' cooldowns are also reduced for a short time.
You should take advantage of these effects to dish out more damage during fights.

Latios has high damage potential thanks to Draco Meteor or Dragon Pulse's scalable damage. However, it has low defenses and is an easy target for Pokemon with high burst damage or those that can quickly get close to it.
